  1. Moğolistan Hükümeti, Asya Kalkınma Bankası (ADB) ve Japonya Ortak Kredi Mekanizması Fonu'ndan (JFJCM) "Dezavantajlı Grupların Sağlık Hizmetlerine Erişimini İyileştirme Yatırım Programı" – 1. Contract No. and Title: CW08: Construction of Khan-Uul District General Hospital with Equipment Installation Inclusive of Advanced Low-Carbon Technologies 

Deadline for Submission of Bids:  10 March 2023 at 3:00 PM (Ulaanbaatar time) 

  1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) and the Japan Fund for the Joint Crediting Mechanism (JFJCM) toward the cost of "Improving Access to Health Services for Disadvantaged Groups Investment Program" – Tranche 1. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
  2. The Ministry of Health (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Khan-Uul District General Hospital with Equipment Installation Inclusive of Advanced Low-Carbon Technologies (“the Works”).
  3. Open competitive bidding(International advertisement) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 
  4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding.
  • Historical Financial Performance:

Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last five (5) years (2017, 2018, 2019, 2020 and 2021) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year, calculated as the difference between total assets and total liabilities should be positive 

  • Average Annual Construction Turnover:

Minimum average annual construction turnover of US$ 21.0 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2017, 2018, 2019, 2020 and 2021). The Bidder’s Average Annual Construction Turnover in any three (3) years with the highest valued from the last five (5) years should be considered. 

  • Financial Resources:

The Bidder must demonstrate access to, or availability of financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the subject contract of US$ 5.0 million; 

  • Contracts of Similar Size and Nature:

Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one hospital construction contract that has been satisfactorily and substantially completed within the last five (5) years (2017, 2018, 2019, 2020 and 2021) and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 18.0 million.  

  • Construction Experience In Key Activities:
  1. Construction experience of 100-bed hospital building of reinforced concrete structures, with an area of at least 10,000 sq. meters (m2); 
  2. Construction experience of road networks of at least 5,000 sq. meters (m2); 
  • Construction experience of exterior parking lot of at least 50 cars; 
  1. Experience in supply, installation, commissioning and testing of medical equipment with at least two (2) contracts;  
  2. Experience in supply, installation, commissioning, and testing of equipment using of Low-Carbon Technologies: (i) Solar panels with a capacity of at least 250 kW; (ii) Chiller system of HVAC; (iii) Ventilation system by AHU (Air Handling Unit), and (iv) Building Management System (BMS) and its development, monitoring, and O&M; and  
  3. Experience in supply, installation, commissioning, and testing of airborne infection isolation and ventilation systems for surgery, laboratory, and sterilization departments of the hospital.
